Due to an error resulting in the approved preliminary plat not being recorded the developer has resubmitted the application. This restarts the application process, this time with the preliminary and final plat hearing concurrent.
A community meeting has been scheduled for Nov 19th, 6PM at the Elizabeth Library.

The final plat incorporates seven lots of 10+ acres each plus 33 acres of open space. Each lot will have building envelopes established to maintain suitable buffer between any structures built near neighbors and the open space. The Lot 7 building envelope is designed to keep all structures away of the area prone to retaining water. The water level within the retired gravel pit will be managed by regrading the surface to allow excess water to exit under Phantom Loop through four 32 inch culverts. The Minor Plat Filing 2 was approved by the county's Community Development Manager on January 29th, 2025. Since both lots will not be sharing the newly constructed Phantom Loop, filing 2 will not be included in the proposed Home Owners Association. The HOA for filing 1 will be responsible for maintaining the road and the open space. Filing 2 incorporates an existing driveway directly off County Rd 21 serving Lot #2 plus a new driveway for serving the new house on lot #1.
Lot #1 has been purchased by a builder that will be placing a custom home on the land. Lot #2 already has a house that is occupied by a family member and no changes are planned.

Several years ago a friend of the property owner was allowed to use the retired gravel pit in lot 7 to teach weapons safety and concealed carry permits. The site was used for around 4 years with a total range use of about a dozen times. After community concern over heavy metals contamination was mentioned, the developer undertook testing. The lab results showed lead contamination in excess of EPA limits in four of the 50 sampled areas.
Considerable remediation efforts and testing have been completed per the plan submitted and approved by CDPHE. The soils containing the spent bullets and residual lead have been removed and testing was completed and the results approved by CDPHE on July 17th, 2025. All the waste soils were removed by an approved contractor following the plan submitted to CDPHE and sent to a hazardous waste landfill near Deer Trail Colorado. Lot #7 has now safe for residential use.
